Governance
The five-member Board of Trustees governs the King County
Library System, one of the largest circulating libraries in the United States
with more than 17 million items circulated in 2004. Board members are appointed
for five-year terms, with no trustee serving more than two consecutive terms.
Trustees are nominated by the King County Executive and confirmed by the County
Council. Although there is no specific requirement to do so, KCLS and the County
seek geographic representation within its service area. Interested citizens
may submit their names for consideration either through KCLS, the County Council
member representing their district, or directly to the County Executive.
The KCLS Board of Trustees sets policy for library services throughout the District
guided by KCLS’ Mission and Vision statements. The Board holds an annual
planning retreat where long-range budget, facilities, staffing and other issues
are discussed in an open forum. The Board also hires and holds accountable the
KCLS’ Director. Bill Ptacek has been the Director

Public notice of the monthly meetings and agenda items is provided. Board meetings
are held a minimum of four times a year in community libraries throughout the
district to encourage attendance by local library boards and the public. All
other meetings are held at the Service Center located at 960 Newport Way NW,
Issaquah, WA 98027.
Public Meeting Policy
The enabling legislation provides for appointment, powers and duties of trustees,
levying of taxes, reporting on revenues and disbursements, issuance of general
obligation bonds, annexation of cities or towns, and other matters (RCW 27.12).
The Library Board follows the rules of the Open Public Meetings Act, Public
Disclosure Commission and the State of Washington’s financial guidelines,
including an annual audit.

ANNOUNCEMENT: INDEPENDENT EVALUATION OF CLUSTERING
KCLS has selected Waldron & Company to conduct the independent evaluation
of clustering. We thank everyone who provided input to the selection process. In
response to the question raised at the August Board meeting regarding timing
of the evaluation (in relation to implementation of the recent labor-management
agreement regarding work schedule assignments), we will seek Waldron’s
advice, as our hired experts, on the optimal timetable for the evaluation activities.
