The garage expansion project is currently out to bid. The deadline for proposals is July 28. The new parking garage will have three levels: the lower level will be enclosed and connect to the existing below-library parking garage, the ground level will be an open garage and the top level will provide roof-top parking. Site improvements include the undergrounding of utilities, concrete stairs and walkways, new sidewalks and landscaping. Although there will be minimal parking, the library will remain open during construction, which is anticipated to start in September 2011.

June 2011
The City of Bellevue issued its report on the garage expansion project for public review on May 28. The Bid Package is being assembled and KCLS anticipates issuing the documents by the end of June. The building permit was reviewed at the same time as the design review and will be completed by the time a contractor is determined. Construction is anticipated to start in September 2011.

May 2011
The City of Bellevue Land Use staff continue to review the submittal paperwork for the parking garage expansion project. Their report is anticipated to be issued in late-May, at which time the public may review the project specifications. KCLS continues to work with the City's Transportation Department to establish a temporary loading zone on 110th Avenue NE for patrons returning items to the library during construction.

Progress continues to be made on finalizing details for the new parking garage. Design plans were submitted for review and building and conditional use permits are being processed by the City of Bellevue. Approval is anticipated by the end of the year. Artist Buster Simpson was selected to design artwork for a portion of the garage exterior. Construction bidding is scheduled for January 2011 and if all goes accordingly, construction may begin in April 2011.

October 2010
Work continues on determining a temporary access route to the existing parking garage during construction of the new three-level parking garage. The existing surface parking lot will be used for construction staging, so an alternate route into the existing parking garage is necessary. Following a Public Hearing in September during which alternative schemes for temporary access to the underground parking garage were presented, city officials issued a preliminary opinion on a route that does not utilize NE 11th Street. KCLS does not object to this alternative. Construction bidding is scheduled for January 2011 and if all goes accordingly, construction may begin in April 2011.

September 2010
Details continue to be finalized regarding temporary access to the Library’s existing underground parking garage once construction begins on the new three-level parking garage. The City of Bellevue held a Public Hearing in September, during which KCLS consultants presented alternative schemes for temporary access to the underground parking garage. Construction bidding is scheduled for January 2011 and if all goes accordingly, construction may begin in April 2011.

The City’s Planning Department will soon review detailed drawings submitted by KCLS’ consultant team in order to obtain a site use permit for the project. To mitigate glare from car headlights, KCLS has agreed to build taller walls on the top level of the parking garage.

The City of Bellevue Planning Department will soon review detailed drawings submitted by KCLS’ consultant team in order to obtain a Site Use Permit for the parking garage expansion. KCLS recently learned that the City of Bellevue withdrew its requirement for KCLS to build a roof over the parking structure. In return, KCLS has agreed to build taller walls on the top level of the parking garage to mitigate any headlight glare on surrounding residential buildings.

The City of Bellevue design review staff commented on the designs for the parking garage expansion at Bellevue Library. Additional design work is necessary to complete the documents in preparation for permitting. The consultant team is working on the technical specifications for the new parking garage. The plans call for three parking decks to expand the number of parking spaces at the library. Negotiations continue with the City and Parks Department regarding using a portion of Ashwood Park to access Library parking during construction.

KCLS has added an upper deck in order to allow for additional parking stalls to accommodate increased use of the Library. Planning and design work continue for the parking expansion project at Bellevue Library. The City Council is considering allowing KCLS to use a portion of Ashwood Park for temporary access to the current underground library parking lot during construction. In addition, KCLS will lease space in a nearby building for staff parking once construction is under way.

November 2009
Planning and design work continue for the parking expansion project at Bellevue Library. Preliminary plans call for 85 new parking stalls. These will be achieved by building more parking underground and expanding surface parking. The direction of the traffic and other operational improvements are being assessed during the planning process. KCLS staff also is investigating alternative driveway options in order for library patrons to be able to continue to park under the existing Library building.

The Bellevue parking expansion project continues to progress. A study will be completed in the near future to further assess the traffic and parking needs at the site. The City of Bellevue staff is considering recommendations for access to parking once construction of the parking expansion project gets underway.

Architects continue to develop schematic design alternatives for review by KCLS staff. The project is anticipated to add up to 90 new parking stalls and improve accessibility for the Library. A public meeting is scheduled for October 1, 2009, to present schematic design plans to the public.

August 2009
Johnston Architects’ staff is developing schematic design alternatives for the parking expansion project, which will be reviewed by KCLS. The objective is to add as many as 100 new parking stalls for library parking. In addition, KCLS hopes to improve the circulation around and through existing parking and drive lanes. A public meeting is scheduled to present the plans on October 1, 2009, at the Bellevue Library.

July 2009
KCLS made a significant breakthrough in coordinating with the City of Bellevue on the parking expansion project. KCLS staff met with the Bellevue City Manager, Planning Director and Parks Director to review various options for the project. The City of Bellevue would like to participate, but is not in a position to contribute financially. When it became clear that the City would not be able to participate, and that the City would need to be compensated if KCLS were to utilize some of the Park space for underground parking, it was agreed that expansion behind the Library was the best option. The City indicated a willingness to help KCLS with the project by allowing Ashwood Park to be used for temporary parking during construction. This will allow KCLS to minimize interruptions to the operations of the Library during the construction period.

June 2009
KCLS and City of Bellevue staff is working with Johnston Architects to plan for the Bellevue Library parking expansion. Several alternative site plans are under consideration and public meetings will be organized to solicit input from residents. The City decided not to partner with KCLS on the planning effort, but has assigned staff members from the Parks and Planning departments to provide input on KCLS’ plans. The City Manager also indicated that the City may still decide to participate in the project by developing additional parking or some other related facility as an addition to KCLS’ project. KCLS will be meeting with the City Manager, Parks Director and Planning Director on July 8 to further discuss the project.

May 2009
The Library system will be moving forward on plans to expand parking at the Bellevue Regional Library. The City’s Parks Department recently passed a bond issue and as staff is busy with current projects, they are not in a position to undertake the master planning of Ashwood Park in conjunction with the Library’s parking expansion. The City would still like to be informed of the Library’s planning efforts and may eventually purchase additional parking. The City Manager has pledged cooperation on using some of the current park space for temporary Library parking once the project gets under way.

KCLS has received statements of qualifications from four consultant teams for the planning and design of the parking expansion. Qualifications and references will be reviewed by KCLS administrative staff and interviews are scheduled for June 2. The interview panel consists of the KCLS Board, Bellevue Library Advisory Board and KCLS administrative representatives. KCLS has informed the City of Bellevue that we are open to discussing a possible joint venture regarding parking in the area behind the Library or on any of the adjacent park land.

The City of Bellevue Parks Department has initiated a planning process for the Ashwood site, which will include plans to expand library parking. KCLS staff will draw up some preliminary plans for the project. City staff anticipates that a consultant will be hired by early next year and the plan is expected to be completed by the end of 2008.

August 2006
The City of Bellevue is interested in a joint planning effort for Ashwood Park and the Bellevue Library. Instead of waiting for them to fund the master plan in their 2007 budget, KCLS agreed to begin the study later this year. KCLS plans to increase parking and meeting room space at the Bellevue Library. The City is considering a more developed park, a community center and/or increased parking. We also agreed with the City Manager that the disposition of the Lake Hills Library would not be linked to development at the Bellevue Library.

September 2005
The City of Bellevue Park Department is requesting authorization and funding to work with KCLS to develop a master site plan for Ashwood Park, which adjoins the Bellevue Regional Library. KCLS is interested since the Capital Plan included funding to expand parking and meeting room capacity.
