January 2009
The new Carnation Library opened to the community with a ribbon cutting and open house on January 31, 2009.
December 2008
Construction continues and the project is on schedule, with shelving
expected to be installed the first week of December. The new library ribbon
cutting and open house is scheduled for Saturday, January 31, 10am.
November 2008
Construction continues and the project is on schedule. Interior painting was
recently completed and a preliminary move-in schedule is being coordinated. Substantial
completion is scheduled for December 2008 and the Library is anticipated to open
in January 2009.

July 2008
More than 250 people gathered to celebrate the start of construction on the afternoon
of Thursday, July 24. Those in attendance enjoyed giveaways, refreshments and
kid-friendly music. The 5,000 square foot Carnation Library will be the final
library constructed as a design-build project. Preliminary building construction
is already underway and substantial completion is scheduled for December 2008.
June 2008
The Carnation Library closed June 11 and demolition of the existing building
started the week of June 16. Patrons may pick up holds, use computers and access
a small collection of materials at a temporary library location at the nearby
senior center, located at 4610 Stephens Avenue.
May 2008
It is anticipated that the building permit for the new library will be received in early June. KCLS is working through the final details of frontage improvements with the City.
April 2008
The closing date for the Carnation Library has been postponed until
a building permit is approved by the city. There are street frontage improvement
issues that need to be addressed with the city before a building permit can be
issued.

There is an application in for the building permit. The design team is still
responding to comments from the City. Construction of the new library is anticipated
to begin May 5, following the completion of the Fall City Library.

The design and city permit review documents are being assembled. A groundbreaking celebration (date TBD) will herald the start of construction, anticipated to begin following the completion of the Fall City Library in spring of 2008.

Design is under way for the replacement and expansion of the library. Construction

May 2007
The Capital Plan calls for the replacement of the current library
with a 5,000-square-foot facility. KCLS staff is looking for a temporary service
location during construction, which is expected to begin late in 2007 after
permits are issued. A public meeting is scheduled for June 14, 6:30–8pm
at Carnation City Hall.
April 2007

This month, KCLS and the City of Carnation finalized the sale of the library site to the Library District. When it was originally constructed, the City of Carnation contributed the site for library use. The new construction will require the closure of the library at the current site for several months. KCLS staff is looking for a temporary location to serve as a library service point during construction, which is anticipated to begin late in 2007 after permits are issued by the City

The Request for Real Estate Developers to co-develop the sites yielded no letters of interest. Instead, KCLS will work towards developing plans on the sites in these communities that leaves room on the site for another use. The architectural consultants were selected previously and will be asked to prepare schedules for each project.
February 2007
The Request for Qualifications was issued to attract a real estate developer to work with KCLS on this project. Letters of interest from developers are due March 15, 2007.
January 2007
KCLS staff has been working to prepare a Request for Qualifications (RFQ) for developers for these projects. The goal is to work with a developer to gain maximum value for the community and for the library district.
November 2006
Representatives from the area worked with a KCLS Trustee and staff to interview several architectural teams before agreeing to select Johnston Architects to design the new Duvall Library. Initial work to gather information about the City’s Comprehensive Plan and vision for the area of the town has begun.
October 2006
Architectural interviews were held on Friday, October 20, 2006. Three community representatives joined the KCLS staff, administration and a KCLS Trustees in determining the preferred consultant for the design work. Johnston Architects were selected from a field of five consultant teams interviewed. Johnston Architects has been involved in dozens of library projects throughout the Pacific Northwest. The lead architects in the firm have significant depth of experience in public processes and community interaction. KCLS and the architects will now complete a contract for services including the schedule and budget parameters. Public meetings will be planned to include the broadest participation possible.
September 2006
KCLS advertised for qualified architects and engineers interested in planning and designing the new Duvall Library. KCLS received 14 qualified submittals. The submittals will now be reviewed and a short list developed by KCLS staff. A panel of staff and community representatives, as well as a KCLS Trustee will then interview the short list of firms.
July 2006
KCLS now owns more than an acre of land in Duvall located at 14810 Main Street. Staff is organizing the demolition and clearing of the house, garage and barn on the site. The next step is to seek architect engineering teams through a Request for Qualifications (RFQ). The current plan is to issue this RFQ in August. Interviews will likely occur in mid-to-late September.
June 2006
KCLS issued the notice of intent to purchase the property for the new library. The sale should close by June 30, 2006. KCLS has been represented by Pacific Real Estate Partners and attorneys from Preston Gates & Ellis.

April 2006
The sale of the property for the library is expected to close the last week of April. The property line encroachments on the north and south side of the parcel will be accepted by KCLS. The south boundary line encroachments will be resolved when the structures are demolished. The north boundary line encroachments will involve KCLS and the neighboring property owner discussing possible resolutions.
March 2006
KCLS expects to close the sale in April for the proposed library parcel. The closing date will be later in the month due to objections KCLS had about the survey and title. We are waiting to hear from the sellers how they would propose resolving these issues.
February 2006
The real estate purchase and sale agreement was received in January with the signatures of both sellers. The survey was completed and KCLS is waiting for the level one environmental assessment to be finalized. The closing date for the purchase is anticipated to be on or about April 5, 2006.

November 2005
The Purchase and Sales Agreement for the Hibble Hill Property has gone between attorney’s offices during the past month. We hope to have a signed agreement by the end of this month.
October 2005
A Purchase and Sale Agreement was delivered to the owners of the property at 14800 Main Street in Duvall. KCLS will need to move into due diligence for the acquisition.
September 2005
During September, the seller of property located at Main and Cherry has changed the terms and conditions of the sale. Pacific Real Estate Partners, City of Duvall staff and others have tried to reason with the seller. As a back up to this transaction, KCLS has provided a Purchase and Sale Agreement for the owners of the secondary site preference made at the past Board meeting (a 2.5 acre parcel located on Main near Kennedy.
August 2005
The KCLS Board will review the three potential sites that were the subject of a public meeting on August 22, 2005. Following the Board’s assessment, KCLS will begin work on the due diligence necessary for site acquisition.

Site selection has picked up energy as City staff and officials become involved in the process. A recent meeting them with provided insights and understanding about the KCLS Site Selection Policy. KCLS will have 2-3 sites, each with challenges and opportunities, under contract by August’s public meeting.

Pacific Real Estate Partners has sent letters of interest to property owners that have land that meets the Library’s First phase of screening in the Site Selection Criteria.
