August 2008
The City of Duvall is progressing on the Washington Holdings project
that will include the new Duvall Library. Washington Holdings and CamWest are
currently coordinating site plans with KCLS and City of Duvall representatives.
The City Council is anticipated to approve the site plan this Fall. Due to the
development schedule, construction work on the new Library will not start until
the necessary infrastructure (i.e. roads and utilities) is completed. KCLS will
continue to work closely with the City on this development.

A memorandum of understanding regarding Washington Holdings’ proposal
for a development near Big Rock Road was recently received by KCLS, as the
development plans include a new library. Preliminary work must now be completed,
including a site plan agreement between the City of Duvall and the developer,
Washington Holdings.

for a development near Big Rock Road. Washington Holdings plans to include a
new Library in their development, for which the Duvall City Council has approved
a rezone. KCLS is evaluating the proposal and will discuss it with the developer.

The Duvall City Council has officially approved the rezone of property on the southern edge of the town near Big Rock Road. This rezone is important to KCLS, as the developer is including the library in the new development. Next steps include further legal work to complete a memorandum of understanding between KCLS and the developer to secure the parcel of land and its general location. The developer must now obtain a site development permit based on the new zoning. Since the area is undeveloped at this time, new roads, sidewalks, landscaping, utilities and surface water management systems must be designed and permitted. The infrastructure work must be permitted prior to KCLS starting construction on the new library.

Last month, KCLS staff met with the Duvall Library Advisory Board to discuss
the project. The Mayor and Planning Director of the City also attended the
meeting. The City has approved the rezone of the area that will include the

KCLS is considering an alternative site located near Big Rock Road, just east of the Safeway Plaza. The developer, Washington Holdings, has submitted documents to the city, requesting a rezone of the site. It is anticipated that the rezone will be granted and the city and developer are confident that the rezone will be completed this fall. If approved by the Board of Trustees, KCLS will be working with Washington Holdings to finalize the location of the library building and parking.

There was good turnout at the public meeting held on August 15 regarding the
site and design of the new Duvall Library. The focus of the meeting was to determine
the community’s interest in having KCLS give up the recently purchased
property on Highway 203 and begin working with Washington Real Estate Holdings
to co-locate the library on donated property on Big Rock Road. The project architects
presented information both about the site that KCLS owns and about an alternative
location on Big Rock Road. The overwhelming sentiment of participants was to
build the library as part of the Washington Holdings development. The alternative
site has a preferable access plan from the arterial and a strong pedestrian connection
to neighboring residential areas. With the City of Duvall, KCLS is working toward
an agreement with the developer.
The community members expressed their desires about the general look and feel of the new library. Mayor Will Ibershof and several city officials were in attendance, as well as a representative of Washington Holdings and most of the Duvall Library Advisory Board. The final hurdle in this process is for the City of Duvall to complete the rezone of the area so the developer can proceed with its development plans, which include the site for the library. The City and the developer are confident that the rezone will be complete this fall and Washington Holdings has hired the architect KCLS selected for the Duvall Library to design other elements of their project.

KCLS is reviewing an alternative site for the new library. A major real estate
developer has offered a well-located parcel that meets the KCLS Site Selection
criteria. KCLS and the City of Duvall are working toward an agreement with the
developer with terms favorable to KCLS.

The project is temporarily on hold until the City of Duvall determines that an
alternative site might be considered. KCLS was asked to work with developer Washington
Holdings to determine the feasibility of locating the new library as part of
a potential major residential development that includes retail, commercial and
a Lake Washington Technical College extension. The site was to be offered at
no cost to KCLS and was contingent on the City approving the development plan.

KCLS staff followed up on the recommendation by Mayor Will Ibershof to consider
an alternate location for the new Duvall Library. Although KCLS selected a site
through a public process, the Mayor, the Library Advisory Board and County Councilmember
Kathy Lambert asked KCLS to consider another location that is part of a potential
major residential development that includes retail, commercial and a Lake Washington
Technical College extension. The property has some advantages over the current
site and KCLS is negotiating with the developer, Washington Holdings, to determine
the feasibility of this relocation. If KCLS does endeavor to change sites, the
Mayor, Councilmember Lambert and the Library Advisory Chair has committed to
assisting us in gaining community support.
KCLS has received statements of qualifications from two real estate developers,
which will be interviewed by KCLS administration to discuss the goals of a
potential co-development. KCLS is seeking to develop the library and the adjoining
property in a cost efficient way, allocating the cost of design, construction,
infrastructure and parking across multiple users. Johnston Architects has been
discussing various site planning alternatives with KCLS and with the City Planning
Staff. These plans will be available at a public meeting scheduled for July
24, 6:30–8pm at
the Duvall Fire Station Headquarters.
April 2007
No interest was shown by co-developers for the site of the new Duvall Library,
so the Request for Qualifications from real estate developers was extended until
April 20, 2007. The goal is to develop the library project and the adjoining
property in a cost-efficient way, which includes sharing infrastructure and parking
costs. Johnston Architects, who were selected earlier this year to provide architectural
services, have started design work to see if there will be enough property left
to sell. KCLS staff met with the Duvall Library Advisory Board, the Mayor and
several City Council members on March 26. City officials are still interested
in KCLS finding a partner for the project and the Mayor volunteered to contact
some area developers. Despite that, we still have not received any inquiries.

The Request for Real Estate Developers to co-develop the sites yielded no letters of interest. Instead, KCLS will work towards developing plans on the sites in these communities that leaves room on the site for another use. The architectural consultants were selected previously and will be asked to prepare schedules for each project.

The Request for Qualifications was issued to attract a real estate developer to work with KCLS on this project. Letters of interest from developers are due March 15, 2007.
January 2007
KCLS staff has been working to prepare a Request for Qualifications (RFQ) for developers for these projects. The goal is to work with a developer to gain maximum value for the community and for the library district.
November 2006
Representatives from the area worked with a KCLS Trustee and
staff to interview several architectural teams before agreeing to select
Johnston Architects to design the new Duvall Library. Initial work to
gather information about the City’s Comprehensive Plan and vision
for the area of the town has begun.
October 2006
Architectural interviews were held on Friday, October 20, 2006. Three community representatives joined the KCLS staff, administration and a KCLS Trustees in determining the preferred consultant for the design work. Johnston Architects were selected from a field of five consultant teams interviewed. Johnston Architects has been involved in dozens of library projects throughout the Pacific Northwest. The lead architects in the firm have significant depth of experience in public processes and community interaction. KCLS and the architects will now complete a contract for services including the schedule and budget parameters. Public meetings will be planned to include the broadest participation possible.
September 2006
KCLS advertised for qualified architects and engineers interested in planning and designing the new Duvall Library. KCLS received 14 qualified submittals. The submittals will now be reviewed and a short list developed by KCLS staff. A panel of staff and community representatives, as well as a KCLS Trustee will then interview the short list of firms.

KCLS now owns more than an acre of land in Duvall located at 14810 Main Street. Staff is organizing the demolition and clearing of the house, garage and barn on the site. The next step is to seek architect engineering teams through a Request for Qualifications (RFQ). The current plan is to issue this RFQ in August. Interviews will likely occur in mid-to-late September.

KCLS issued the notice of intent to purchase the property for the
new library. The sale should close by June 30, 2006. KCLS has been represented
by Pacific Real Estate Partners and attorneys from Preston Gates & Ellis.

The sale of the property for the library is expected to close the last week of April. The property line encroachments on the north and south side of the parcel will be accepted by KCLS. The south boundary line encroachments will be resolved when the structures are demolished. The north boundary line encroachments will involve KCLS and the neighboring property owner discussing possible resolutions.

KCLS expects to close the sale in April for the proposed library parcel. The closing date will be later in the month due to objections KCLS had about the survey and title. We are waiting to hear from the sellers how they would propose resolving these issues.

The real estate purchase and sale agreement was received in January with the signatures of both sellers. The survey was completed and KCLS is waiting for the level one environmental assessment to be finalized. The closing date for the purchase is anticipated to be on or about April 5, 2006.

November 2005
The Purchase and Sales Agreement for the Hibble Hill Property has
gone between attorney’s offices during the past month. We hope to have
a signed agreement by the end of this month.

A Purchase and Sale Agreement was delivered to the owners of the property at 14800 Main Street in Duvall. KCLS will need to move into due diligence for the acquisition.
September 2005
During September, the seller of property located at Main and Cherry has changed the terms and conditions of the sale. Pacific Real Estate Partners, City of Duvall staff and others have tried to reason with the seller. As a back up to this transaction, KCLS has provided a Purchase and Sale Agreement for the owners of the secondary site preference made at the past Board meeting (a 2.5 acre parcel located on Main near Kennedy.

The KCLS Board will review the three potential sites that were the subject
of a public meeting on August 22, 2005. Following the Board’s assessment,
KCLS will begin work on the due diligence necessary for site acquisition.

Site selection has picked up energy as City staff and officials become involved
in the process. A recent meeting them with provided insights and understanding
about the KCLS Site Selection Policy. KCLS will have 2-3 sites, each with challenges
and opportunities, under contract by August’s public meeting.
