Design development is underway for the new library. The first public meeting was held on August 23, 2012, offering attendees the opportunity to review designs and share information with the architect team.

An agreement has been reached between the City of Tukwila and KCLS to acquire property on Tukwila International Boulevard to build a new Library. KCLS' project architects have started on the design process and will present preliminary designs and gather input at the first public meeting on August 23, 6:30pm at Foster Library. The original plan called for an 8,000 square foot building, and thanks to the support of the KCLS Foundation, the library will be expanded to 10,000 square feet.

The planning process continues for a new library at Tukwila Village, a new development on city owned property. Overall site plan development is progressing and KCLS architects are now working on designing the new library. Once preliminary designs are completed, a public meeting will be set to gather public input.

The planning process continues for a new library at Tukwila Village. A developer is working with the City of Tukwila to update the site plan for the development, which is located on city owned property. Discussions are underway regarding a large plaza and park that may be included in the site plan. KCLS' project team has recently started the design process for the new library.

KCLS will soon begin discussing site plan alternatives with the developer selected by the City of Tukwila for the new Tukwila Village mixed use development. The Tukwila City Council recently selected Senior Housing Assistance Group (SHAG) and Pacific Northern Construction Company as finalists for development of Tukwila Village, which is a proposed development located on city owned property. The new library will be part of the development and KCLS’ objective is to build a new 8,000-10,000 square foot library that is in a visible location and is easily accessible by the community.

The Tukwila City Council has selected Senior Housing Assistance Group (SHAG) and Pacific Northern Construction Company as the finalist for development of Tukwila Village, which is a proposed development located on city owned property. Since the new library will be part of the development, KCLS will have the opportunity to negotiate with SHAG for land and joint development benefits. KCLS' objective is to build a new 8,000-10,000 square foot library in a visible location on Tukwila International Boulevard. The current proposed plan includes, in addition to a new library, 382 apartments and townhouses, 7,000 square feet of restaurants and retail space, 20,000 square feet for a medical-dental clinic, a public plaza and community meeting space. The development will be constructed in two phases and the library will be included in the first phase of construction.

After the City of Tukwila announced they would select a developer for the entire Tukwila Village site, which is a proposed development located on city owned property, they received two submittals from developers interested in the project. Since the new library will be part of the development, KCLS participated in reviewing the submittals. City staff will present a recommendation to the City Council in June 2011.

KCLS and the consultant team presented site alternatives to the Tukwila City Council on February 28, 2011. The property that is being evaluated for the new library development is city-owned property located on International Boulevard. Based on recommendations from City staff, the City Council would like to select a developer for the entire site. The City will advertise for developers and anticipates selecting a finalist by the end of June.

After KCLS and the consultant team presented site alternatives for the new library to the Tukwila City Council in February 2011, the City Council decided they would select a developer for the entire site. The site alternatives for the new library are located within the six-acre Tukwila Village site at International Boulevard and S. 144th Street, which is city-owned property. The city will advertise for developers and intends to select a finalist by the end of June. KCLS will then negotiate terms and conditions with the developer.

To assist in all phases of planning and building the new library, KCLS has selected three consultant teams to interview: Weinstein A | U, Perkins + Will and a | r | c Architects. Interviews are scheduled for November 1, 2010 and the panel will include KCLS staff and local citizens.

KCLS has reviewed submittal packages from 22 consultant teams to assist in all phases of planning and building the new library. Additional documentation was requested from several applicants to assist in narrowing the short list. Finalists will be interviewed by a panel that will include representatives from Tukwila.

The City of Tukwila continues to make progress on developing Tukwila
Village. The City has received responses from nine developers and will narrow
the list down to three by May 1. City officials have invited KCLS to participate
in the review process as the City still sees the Library as the cornerstone
project in the development.

The City of Tukwila is at a crossroads regarding the Tukwila Village project.
A number of development plans have been presented to the Tukwila City Council
since they purchased property on International Boulevard approximately seven
years ago. The City recently hired Ron Sher, owner of Crossroads Mall and Third
Place Books, to conduct a feasibility study. He presented a comprehensive development
plan that includes the Tukwila Library as a cornerstone of a commercial, retail
and residential development. During the two hearings on this proposal, the
preponderance of input from the community is for the Council to make a decision
to move forward. Business owners and residents of the surrounding area are
anxious for this kind of project, which would improve the area and add value
to their properties. The School District is interested in acquiring the current
library so we were able to indicate our support.
April 2007
The Tukwila Village project is heating up. The City of Tukwila has engaged Ron Sher (who owns Crossroads and Third Place Books) to come up with a plausible scenario for the property the City owns on Highway 99 (west of the current Foster Library). Sher will make a presentation to the City Council in May. In the initial discussions about this project, KCLS was a centerpiece of the mixed use development. The City would also like to see this project revitalize the neighborhood, which is located a few blocks away from the Sound Transit Station on Pacific Highway.
November 2006
KCLS staff participated in a planning session with Tukwila’s Mayor, several Tukwila City administrators and developer Ron Sher (who was hired to develop a plan for the property the City acquired along International Boulevard). The developer has plans that call for a new library to be the anchor of a mixed-use development. He will present this plan to the City Council in 2007. The current Foster Library will likely be sold. Several months ago, staff met with the Tukwila Library Advisory Board and Mayor about this project. At that time, staff indicated there would be no change in library service until this project was more defined. KCLS’ agreement with the City of Tukwila calls for KCLS to maintain operations at the Tukwila Library through November 2006. Although use of the Tukwila Library continues to be relatively low, there’s
no reason to make any changes in the coming year.
May 2006
The City of Tukwila has spent about $4 million to purchase and clean-up
property that was supposed to be Tukwila Village on International Boulevard.
The project has languished as the City has not been sure about how to proceed
in light of the project developers’ reluctance to proceed. Apparently, market conditions are such that a mixed commercial, office and residential project at this location will not work at this time. KCLS offered to build a new library on a portion of the City’s
land in such a way that future development of the residential or commercial
property could take place. That offer was prompted by information that the
Tukwila School District is interested in purchasing the current library. The
City has not formally responded to that inquiry; however, the Mayor and City
staff has expressed some interest in joining with KCLS and other private partners
to engage in preliminary design work for the property.
August 2006
The City of Bellevue is interested in a joint planning effort for Ashwood Park and the Bellevue Library. Instead of waiting for them to fund the master plan in their 2007 budget, KCLS agreed to begin the study later this year. KCLS plans to increase parking and meeting room space at the Bellevue Library. The City is considering a more developed park, a community center and/or increased parking. We also agreed with the City Manager that the disposition of the Lake Hills Library would not be linked to development at the Bellevue Library.
