We do not charge a transaction fee at this time.

Is there a minimum amount required?
No, at this time a minimum amount is not required.

Can I pay a partial fine?
No, at this time you may not pay a partial fine.

What credit cards do you accept?
At this time the King County Library Systems accepts Visa and Mastercard; including debit cards with the Visa or Mastercard logo. We do not accept at this time: Discover Cards, American Express or Diners Club Cards.

What is SSL?

SSL stands for Secure Socket Layer. This is an encryption protocol which encodes data sent over the World Wide Web, rendering it unreadable to anyone intercepting the transmission. To be sure your connection is secure, look at the bottom status bar of your browser window. If you see an unbroken key or a closed lock (depending on your browser) the SSL is active and your information is secure. Most browsers offer additional security alerts as well. A secure connection is also denoted in the URL as https:// instead of http://.

VeriSign maintains the largest base of secure payments customers on the Internet: more than 134,000 customers processing billions of dollars every quarter. VeriSign has more than 450,000 digital certificates installed throughout the world, protecting the majority of secure Web sites on the Internet.

When you pay by credit card, your credit card account is credited.

What caused my transaction to be denied?

The credit card verification process requires that the card holders name, street address, zip code and security code match with what the credit card company has on file.  The street address and zip code must match the billing address on record for the credit card.  The security code is the number found on the back of the card, near the card holder’s signature.

Why do I see a charge on my credit/debit account for transactions that were denied?

For each attempt made to make an online payment, the bank will post an “authorization hold” to the credit/debit account for the fines and fees attempting to be paid. This is not a final charge but rather a pending transaction.  

The bank holds in reserve the amount of the transaction, until the bank receives a confirmation that the transaction was completed.  If the transaction did not successfully complete, the bank continues to hold the reserve amount for a bank-determined waiting period. After the bank-determined waiting period passes with no confirmation having been received, then the bank will remove the authorization hold from the account.

For some banks, the authorization hold on the account stays in existence for a matter of hours, for other banks it is a matter of days. If our online payment screen says the transaction was denied, then the corresponding authorization hold(s) will eventually be removed from the account, by the bank.
